Dr. Kevin Doherty, Group General Manager Infrastructure Development and Delivery, NZ Transport Agency Waka Kotahi

Kevin Doherty is the Group General Manager Infrastructure Development and Delivery at NZ Transport Agency Waka Kotahi, bringing over 30 years of experience in delivering large-scale infrastructure projects across New Zealand and Australia. A qualified civil engineer, Kevin has held senior leadership roles in both the public and private sectors, including Chief Infrastructure Officer at Auckland Transport and CEO of the Office of Projects Victoria.

Kevin’s connection to NZTA spans more than a decade, having previously led key initiatives such as procurement strategy, the Auckland Motorway Alliance, and the Newmarket Viaduct replacement. He later returned in a consulting capacity, serving as Project Director for the Transmission Gully Public Private Partnership and leading the business case for Pūhoi to Warkworth. He also played a pivotal role in enabling procurement for the City Rail Link.

Prior to his current role, Kevin was Group Director, Transport & Infrastructure at Beca, where he led a team of over 800 professionals across the Asia-Pacific region. His leadership helped drive innovation in digital transformation and the delivery of complex infrastructure programmes.

Widely recognised for his expertise in procurement methodologies and contractor relationships, Kevin is also known for his ability to build strong partnerships across government and industry, an essential focus in today’s infrastructure landscape.
