Transport Australia CEO Ehssan Veiszadeh will open the Summit with a forward‑looking address, setting the tone for the day’s discussions and outlining the organisation’s vision for a more connected, productive and resilient national transport system. His remarks will frame the key themes of the program and highlight the opportunities ahead for industry, government and the broader community.

 

Ehssan Veiszadeh

CEO - Transport Australia

Ehssan Veiszadeh is the Chief Executive Officer of Transport Australia, having commenced in the role in July 2023.

Ehssan’s experience spans public policy, media and small business.

As a senior adviser to the NSW Premier between 2015 and 2021, Ehssan provided strategic advice on a range of issues facing the State, including NSW’s response to the Covid-19 pandemic.

He has previously served as Deputy CEO for urban policy think tank Committee for Sydney, leading advocacy efforts around increasing transport-oriented development, decarbonisation and reopening the economy during the pandemic. Ehssan has also worked in media, including five years as a journalist for Australian Associated Press (AAP) and as a cofounder of a publishing company.

Ehssan serves as President of the Alumni Council at the University of Sydney.

Aneetha de Silva

Chair - Transport Australia | Deputy Chair - North East Link State Tolling Corporation

Aneetha de Silva is an experienced non-executive director with a 30-year professional career spanning the infrastructure, transport, government and consulting sectors in Australia, New Zealand, South Africa and Asia.

She is Chair of Transport Australia, Australia’s national peak transport industry association; Deputy Chair of the North East Link State Tolling Corporation and is a board director of the National Heavy Vehicle Regulator and Melbourne Arts Precinct Corporation.

Previously she was a director on the board of Aurecon Group, a global design engineering and infrastructure advisory consultancy.  Also, Launch Vic, the Victorian government’s tech start-up agency.

Aneetha holds a Bachelor of Laws and Master of Laws from the University of Melbourne and attended the Kennedy School of Government, Harvard University.

She is a member of Chief Executive Women and the Australian Institute of Company Directors.

Adam Copp

Chief Executive Officer - Infrastructure Australia

Adam Copp was appointed as Chief Executive of Infrastructure Australia in 2023.

He held a number of senior roles at IA prior to his appointment as Chief Executive, including as Chief Operating Officer.

Previously, he has held a range of policy, strategy, and engagement roles across infrastructure, workplace relations, and the Council of Australian Governments.

He is a Director of the Board of the Australian Sustainable Built Environment Council.

He has a Bachelor of Arts, Master of Global Law, and a Master of Business Administration. He is a graduate of the Australian Institute of Company Directors.

Dr Jonathan Spear

CEO - Infrastructure Victoria

Dr Jonathan Spear is Infrastructure Victoria’s Chief Executive Officer.

Jonathan leads the organisation’s work on Victoria’s 30-year infrastructure strategy, research program and provision of independent advice to the Victorian Government.

Before joining Infrastructure Victoria in 2015, Jonathan held senior executive roles with the Victorian Government Department of Premier and Cabinet, Department of Justice, Victoria Police and Slater and Gordon Lawyers.

Jonathan holds a Doctor of Philosophy in History, Executive Master of Public Administration, Master of Laws, Bachelor of Laws (Honours) and Bachelor of Arts (Honours). He is also a legal practitioner, a graduate of the Australian Institute of Company Directors and the Williamson Community Leadership Program, and a director of the Melbourne Forum.

Jess Andrew is the National Manager, System Design at Waka Kotahi NZ Transport Agency, where she leads the front‑end development of major transport investments across New Zealand—from strategic problem definition and business case development through to environmental approvals and pre‑implementation readiness.   With a background spanning public law, governance, and complex infrastructure delivery, Jess brings a system‑level perspective to transport outcomes, integrating policy intent, investment decision‑making, environmental stewardship, and long‑term network performance. Her work focuses on ensuring major transport investments are well‑founded, future‑ready, and deliver enduring value for communities before they enter construction.

Liz Waller

Head of Road Safety - Transurban

Head of Road Safety with Transurban Liz Waller is Head of Road Safety with Transurban, one of the world’s largest toll-road operators with roads in Australia, the USA and Canada. Liz leads a specialist team that works across the group to embed the safe system approach in designing and building new roads, operating and maintaining assets, and developing and communicating driver behaviour change programs. Liz works closely with research institutes on improving safety for vehicle occupants, including children, and new vehicle and road safety technologies.

Jean-Francois Milleron

CEO - Colas

Jean Francois brings more than 28 years of leadership experience within the Colas Group, having held senior executive roles across France and Europe. Most recently, he served as General Manager for Colas Rail’s France and Europe division, where he led major infrastructure programs and drove performance across a wide range of transport projects.

Since joining Colas in 1997, Jean Francois has held key leadership positions within both the rail and civil construction sectors. His previous roles include Managing Director of Colas Rail Europe, General Manager of Colas Rail France, and Managing Director of Deconstruction France within Colas France. Earlier in his career, he managed Genier-Deforge IDF, a Colas subsidiary focused on deconstruction and asbestos removal.

 

Ashley Woodcock

CEO and Founder - RPM Hire

Ash Woodcock founded RPM Hire in 2011 with three variable message signs and a simple conviction: That human safety, service, and people should sit at the centre of everything a hire company does. Over the past 15 years, he has built RPM Hire into one of Australia’s leading temporary traffic management equipment providers, operating nationally with its head office in Melbourne, Victoria.

RPM Hire’s mission is to save lives through road safety equipment, helping contractors operate at the intersection of constructability, safety, and network efficiency across some of the country’s most complex road and infrastructure projects.

Under Ash’s leadership, RPM Hire was recognised as the 2025 National Hire Company of the Year, also winning an Excellence Award in People and Culture — a reflection of the safety-first, people-driven culture he has embedded across the business. RPM Hire was also recently recognised as the Traffic Management Association of Australia’s Supplier of the Year.

With a fleet spanning variable message signs, portable traffic lights, road safety barriers, lighting solutions, and more, RPM Hire plays a direct role in keeping workers and road users safe across urban and regional transport networks every day. RPM Hire has also recently expanded into the software space, with its cutting-edge platform RPM Track helping drive better safety outcomes on projects by connecting hire assets across the network.

With over 15 years of experience, Ash is passionate about building high-performance teams, driving continuous improvement, and raising the standard of safety outcomes across the transport industry. Ash is the proud husband to Julia and has three young kids aged 8,5 and 3. Ash was also named the 2025 Entrepreneurs’ Organisation, Entrepreneur of the Year.

Dr Natalie Pelham

Chief Executive - Office of the National Rail Safety Regulator

Natalie is a nationally recognised authority in safety regulation, policy and reform with more than 25 years in the public sector at both state and national levels.

Since being appointed National Rail Safety Regulator in 2023, she has positioned ONRSR to enhance its regulatory intelligence framework for risk-based regulation, expand its collaborative relationships with key stakeholders and to be a sustainable regulator demonstrating that it is efficient and effective. This position strikes the right balance to enable ONRSR to grow its positive influence on rail safety practices and outcomes across Australia.

Roads Australia Fellows: 2025 Group project winners

11:40AM – 11:55PM

The group from WA will present their findings on how safe system principles can be more effectively applied in temporary traffic environments across metropolitan and regional Western Australia, particularly in higher‑risk settings such as roadwork and school zones. It explores innovative engineering, speed management, behavioural, and system‑integration approaches to strengthen safety for workers, children, and other vulnerable road users. The study also assesses the feasibility and role of average speed cameras as part of an integrated speed‑management strategy, alongside the operational, legislative, and communication requirements needed to support implementation.

Monica Raju

Design Manager - GHD

Monica has over 12 years of industry experience in major transport infrastructure projects across WA and NSW including Sydney Metro West (Western Tunnelling Package), The Northern Road upgrade and Mitchell Freeway Extension works.

As a Design Manager, she is well versed in fostering trusted relationships with clients and leading outcomes focussed teams to deliver outstanding projects that contribute to improving safety, accessibility and mobility for local communities and generate tangible positive impacts.

Tania Anglin

Senior Stakeholder and Community Engagement Manager - Laing O’Rourke

Tania is a communications and stakeholder engagement professional with more than 15 years experience in major infrastructure and land redevelopment projects.

Her expertise encompasses internal and external stakeholder management, community engagement, business development, and government relations.

Passionate about people and teams, she thrives on maximising performance and witnessing teams “hum” in synergy.

Rajit Patel

Section Manager - Georgiou

With over 11 years of experience in the construction industry, Rajit has worked on complex and diverse road transport infrastructure projects across Western Australia.

Rajit specialises in structures and most recently, Rajit has led the construction of multiple bridges as part of the Tonkin Gap Alliance. As a leader, Rajit is passionate about mentoring and fostering growth within the industry and is always aiming to support and uplift his team.

Rajit holds a Bachelor of Engineering, Civil and Construction (Honours) from Curtin University.

Outside of work, he enjoys playing and watching sports, travelling with his wife, and spending quality time with family and friends.

Brad Sherlock

Roads & Highway Leads, WA - BG&E

Brad is a qualified civil engineer with over 20 years’ experience in the design, supervision and project management of large infrastructure projects in both Australia and the United Kingdom.

Presently, Brad is BG&E’s Roads & Highways Lead – WA, and works with a talented team of engineers, designers and drafters.

Brad has been passionate about engineering for as long as he can remember, from building structures, making cranes to creating dams and reservoirs in his parents’ back garden!

Outside of work, Brad enjoys spending quality time with his family and staying active with CrossFit, running and golf.

John Perrott

Discipline Manager (Civil, Infrastructure Solutions) - KBR

John is currently the WA Civil Discipline Manager in KBR’s Perth office, with professional experience in management and project delivery both in Australia and Ireland.

John is a strong believer of collaborative communication and has a keen interest in development of colleagues to reach their full potential which aligns with Roads Australia policy.

John is excited to be part of the RA 2025 fellowship program and look forward to the mentorship program and learning from industry leaders and peers.

Leader of The Nationals in the Senate, Senator for Victoria, Shadow Minister for Infrastructure and Transport, Shadow Minister for Regional Development, Local Government and Territories

Bridget is the Shadow Minister for Infrastructure, Transport and Regional Development, and the Leader of the Nationals in the Senate.
She is a former Cabinet Minister, and the first federal female Agriculture Minister and has held a number of portfolios including emergency management, national recovery and resilience, sport, regional communications, education and health.
Bridget was elected Senator for Victoria in 2010.
She holds a Bachelor or Applied Science and Education, specializing in mathematics and physical education. She lectured at Monash University.
Bridget is the author of a biography of former Country Party Prime Minister: John McEwen
– Right Man, Right Place, Right Time.

Prior to becoming Secretary, Jim was a partner at strategy consultancy EY Port Jackson Partners, having previously led the New South Wales Department of Planning, Industry and Environment (DPIE) as Secretary for 2.5 years. During that period, the department undertook transformational reform in areas like land use planning, water, urban design, sustainability, climate change, biodiversity conservation and energy. From 2013 to 2019, Jim was Chief Executive Officer of Infrastructure NSW where he led the development of 2 State Infrastructure Strategies, oversaw the state’s infrastructure program, delivered major state infrastructure projects and developed a state plan for the construction sector.

Before moving to New South Wales, Jim spent 5 years in Victoria as Secretary for the Victorian Transport Department and 4 years as Victoria’s Director of Public Transport. Jim strives to be a champion for inclusivity and social justice, not least for First Nations people.

Josh Murray is the NSW Secretary of Transport, leading a team of 30,000 people across the portfolio dedicated to keeping NSW moving. He is focused on delivering a once-in-a-generation transport system that is safe, sustainable, integrated and equitable.

Josh is passionate about evolving our state transport network to offer greater choice and seamless experiences to meet the diverse needs of its users – while driving better results for housing, jobs and the cost of living.

Sally Stannard

Director General - Department of Transport and Main Roads

Sally Stannard has been leading the Department of Transport and Main Roads (TMR) since 2023. In this role Sally oversees TMR’s delivery of transport services and infrastructure, the shaping of current and future transport systems, and management of the State’s transport regulation, marine and road safety functions.

TMR has approximately 6850 staff and an annual budget of $15.8 billion, including capital expenditure of $6.3 billion and managed assets worth in excess of $136 billion. TMR’s network also includes 33,000km of state-controlled roads, service contracts worth over $2 Billion per annum and important rail, bus, cycling and maritime infrastructure.

Sally is the Chair of Cross River Rail and Chair of the Public Transport Association Australia New Zealand. She is also a board member of Transport Australia and the Australian Rail Industry Standards Organisation. Sally is passionate about the role transport plays in equitable and sustainable economic development of our cities and regions.

Jeroen Weimar

Secretary - Department of Transport and Planning

Sustainability: is a fair, transparent and sustainable transport system in reach?

This session explores what it will take to build a transport system that is equitable, transparent and environmentally sustainable. Speakers will examine emerging approaches to road user charging and fairer funding models, discuss how investment decisions can better reflect the true costs and emissions of different modes, and consider the initiatives driving decarbonisation across transport infrastructure. The conversation will focus on how Australia can create a system that is both financially responsible and future ready.

Deputy Chair - Transport Australia | Vice President APAC - Q-Free ASA

Silje Troseth is the Vice President of APAC at Q-Free ASA. With 20 years of experience in the ITS (Intelligent Transport Systems) industry, Silje has been dedicated to advancing solutions that reduce congestion and pollution, enhance road safety, finance infrastructure, and promote smarter cities.

Throughout her career, Silje has collaborated with both private and public sectors across Australia, Europe, and the Asia-Pacific region, excelling in project delivery, sales, and marketing. She holds a Bachelor’s degree from the University of Western Sydney and a Master’s degree from the University of Technology, Sydney.

Angus McDonald

Founder and Managing Director - Compass IoT

Angus is a founder and Managing Director of Compass IOT one of the world’s largest connected vehicle data aggregators. Working with vehicle manufacturers, the Compass IOT team is leading the enablement of connected vehicles globally. This helps governments leverage the unique opportunities these vehicles provide for infrastructure planners, operators, safety engineers, and, more recently, for in-vehicle technology used in calculating Road User Charges (RUC). Compass IOT is one of many key enablers for delivering cheaper, fairer, and seamless methods of funding road networks.

Michelle Jablko

CEO - Transurban

Michelle Jablko was appointed as Chief Executive Officer in October 2023 after joining the business as Chief Financial Officer in 2021.

Michelle is currently on the Advisory Board of Infrastructure Partnerships Australia (since 2024).

Prior to joining Transurban, Michelle was CFO at ANZ Bank for just under five years. That followed more than 15 years of experience in investment banking with UBS and Greenhill Australia as a Managing Director working across a vast array of industries, providing advice on mergers and acquisitions, capital management, funding, and investor relations. Early in her career, Michelle was a lawyer with Allens where she focused on mergers and acquisitions, tax and banking and finance law.

Tim Pallas

Former Treasurer of Victoria

Tim Pallas has spent over 40 years working in the Labor movement in various positions including Assistant National Secretary of the National Union of Workers and the ACTU. He was also chief of staff to Labor Premier Steve Bracks and over the last 20 years has held various Ministerial positions culminating in his service as the longest serving Treasurer (stand alone) in Victoria’s history.

Alain Hocke

Senior Technical Director - SYSTRA France

Alain Hocke is a distinguished Technical Director and Senior Railway and Civil Engineer with 43 years of global experience in the design, construction, and management of complex railway infrastructure. He possesses specialised expertise in HSR systems, having played pivotal roles in the development of major HSR networks across France, the United Kingdom, China, Taiwan, Morocco, and Canada.

Throughout his career, Alain has demonstrated a consistent ability to lead multidisciplinary teams through all phases of a project life cycle, from initial feasibility studies and Early Contractor Involvement (ECI) to final delivery and commissioning. His technical proficiency encompasses alignment, civil structures, track systems (including advanced HSL slab track), and the integration of signalling and energy systems. Notably, he has served as the Technical Director for the design and construction of  HS2 project northern section in the UK and recently led the technical part of the High Frequency Rail (HFR) feasibility study in Canada, underscoring his capability to manage high-value, international infrastructure programs.

Alison Close – Deputy Chair

Partner - Clayton Utz

Alison Close is a specialist construction Partner at Clayton Utz with over 16 years’ experience managing and resolving technically complex disputes by way of conventional and bespoke dispute resolution procedures. A contentious lawyer by training, she has spent most of the last decade assisting government or private sector principals resolve issues without formal dispute resolution procedures, including litigation, being called upon. Alison draws from practical experience to assist clients achieve their objectives sooner.

Alison’s hands-on and pragmatic approach to the administration of project agreements during project delivery has supported clients to improve contract documentation at procurement stage. Her background and ongoing experience in formal dispute resolution assists project teams to resolve issues in a strategic and practical manner.

Jim Waller

Executive Program Director, North East Link Program - Victorian Infrastructure Delivery Authority

Jim Waller is a highly accomplished infrastructure executive with more than 35 years of experience leading some of Australasia’s largest and most complex major infrastructure programs. He is currently Executive Program Director with the Victorian Government’s Infrastructure Delivery Authority, where he provides strategic and operational leadership for the $26.6bn North East Link Program and the West Gate Tunnel Project.

Renowned for his ability to build and lead high‑performance, multi‑disciplinary teams, Jim oversees large-scale organisations spanning government and industry partners, with direct accountability for governance, financial performance, culture, safety, and delivery outcomes. He has deep expertise across PPPs, design and construct, alliances, and joint ventures, and is widely recognised for his strength in stakeholder management across government, boards, contractors, unions, regulators, financiers, and the community.

Across his career, Jim has held senior executive and project leadership roles with organisations including John Holland and McConnell Dowell, delivering major road, tunnel, rail, marine, energy, defence, mining, and utilities projects across Australia and New Zealand. He is known for driving strategic turnaround in complex environments, establishing robust governance and project controls, and aligning commercial outcomes with safety, quality, and community expectations.

A respected industry leader and board chair, Jim is media trained, deeply committed to leadership development, and passionate about delivering infrastructure that creates lasting economic and social benefit.

 

 

Michael Kalinowski

Executive General Manager VIC, TAS & NZ - CPB Contractors

Michael Kalinowski is an experienced construction executive with more than 30 years’ experience delivering major infrastructure projects across Australia, Hong Kong and the United Kingdom. Appointed Executive General Manager – Victoria, Tasmania and New Zealand at CPB Contractors in 2020, Michael has previously held a range of senior leadership roles including executive general manager, project director, bid director and operations manager with some of the industry’s leading contractors.

Throughout his career, Michael has led and delivered landmark transport and infrastructure projects, including Melbourne Metro, West Gate Freeway, Western Link and Sydney’s M5 East Motorway. He is widely recognised as a collaborative and people-focused leader, with a strong track record of building high-performing teams and delivering safe, reliable and commercially successful outcomes on complex projects.  He has also co-authored and published several technical papers on ground engineering, project organisation, environment and leadership, reflecting his deep technical expertise and commitment to industry advancement.

Michael holds a Bachelor of Engineering (Civil) and a Master of Engineering (Geotechnical), and is a Chartered Civil Engineer, Fellow of Engineers Australia and registered building practitioner in Victoria.

Shaun Smedley

Director, SmedTech

Shaun is a leading infrastructure advisor and trusted client advocate in the development and procurement of major transport projects, with over 25 years’ experience shaping some of Australia’s most complex, high-value infrastructure outcomes. He has played pivotal roles in multi-billion-dollar projects, such as the West Gate Tunnel and North East Link, with more recent experience on major infrastructure investments such as the River Torrens to Darlington Project in South Australia and the Logan West Upgrade in Queensland. Shaun operates at the intersection of technical engineering, commercial strategy and risk allocation to influence key investment and procurement decisions. He is recognised for his ability to cut through complexity, structuring and aligning project requirements, delivery models and commercial frameworks to enable successful market engagement and delivery across PPPs, Alliances and Incentivised Target Cost models. His deep expertise in toll roads, transport modelling and performance-based specifications is complemented by a reputation for providing decisive, independent advice—often at critical junctures—ensuring governments and private sector clients navigate complex challenges with clarity, confidence and commercial rigour.

Shaun is the managing director of SmedTech, a private consultancy advising State Government clients on major project development, procurement, tolling, traffic and transport.
