Transport Australia CEO Ehssan Veiszadeh will open the Summit with a forward‑looking address, setting the tone for the day’s discussions and outlining the organisation’s vision for a more connected, productive and resilient national transport system. His remarks will frame the key themes of the program and highlight the opportunities ahead for industry, government and the broader community.

Ehssan Veiszadeh
Chief Executive Officer
Ehssan Veiszadeh is the Chief Executive Officer of Transport Australia, having commenced in the role in July 2023.
Ehssan’s experience spans public policy, media and small business.
As a senior adviser to the NSW Premier between 2015 and 2021, Ehssan provided strategic advice on a range of issues facing the State, including NSW’s response to the Covid-19 pandemic.
He has previously served as Deputy CEO for urban policy think tank Committee for Sydney, leading advocacy efforts around increasing transport-oriented development, decarbonisation and reopening the economy during the pandemic. Ehssan has also worked in media, including five years as a journalist for Australian Associated Press (AAP) and as a cofounder of a publishing company.
Ehssan serves as President of the Alumni Council at the University of Sydney.

Aneetha de Silva – Chair
Deputy Chair - North East Link State Tolling Corporation
Aneetha is the Deputy Chair at North East Link State Tolling Corporation. She is an infrastructure professional with over 25 years’ leadership experience in the private and public sectors developing, procuring, delivering and managing large-scale infrastructure assets and services. She has led commercial, legal, project finance, planning, environmental and sustainability, governance, risk, community and stakeholder relations functions.
Aneetha is a respected authority with specialist expertise in public sector procurement and privately financed public infrastructure, and has advised national governments and shaped the public agenda in Australia and the Asia Pacific. She holds a Bachelor and Masters of Law from the University of Melbourne, attended the Infrastructure Executive Education program at Harvard University’s Kennedy School of Government, and is a graduate of the Australian Institute of Company Directors.

This session explores how Australia can unlock greater capacity and value from its transport infrastructure by making smarter use of the entire network. Speakers will examine strategies to optimise existing assets, the role of emerging technologies and opportunities to rebalance road space. The discussion will also consider what it takes to build a truly integrated system — one where road, rail, active transport and freight movements connect seamlessly to deliver a more efficient, flexible and future‑ready network.
SAFETY: Have we entered the data-driven safety evolution?
11:10AM – 11:50AM
How are data and emerging technologies reshaping safety across the transport sector? Speakers will explore the growing role of digital technologies in monitoring and protecting transport workers and users, the importance of collecting data that reflects the diversity of our customers and workforce, and how insights can be translated into practical improvements across projects. The discussion will also consider what it takes to modernise data systems so they capture all transport modes and support a more proactive, evidence‑driven approach to safety.
ROADS AUSTRALIA FELLOWS: 2025 Group project winners
11:50AM – 12:10PM
The group from WA will present their findings on how safe system principles can be more effectively applied in temporary traffic environments across metropolitan and regional Western Australia, particularly in higher‑risk settings such as roadwork and school zones. It explores innovative engineering, speed management, behavioural, and system‑integration approaches to strengthen safety for workers, children, and other vulnerable road users. The study also assesses the feasibility and role of average speed cameras as part of an integrated speed‑management strategy, alongside the operational, legislative, and communication requirements needed to support implementation.

Enjoy a lunch break designed to give delegates time to recharge, connect and continue the conversations sparked throughout the morning program. Jim Betts will deliver the national transport address, providing a federal perspective on the priorities, challenges and opportunities shaping Australia’s transport future. His keynote will outline the Commonwealth’s strategic direction across infrastructure, policy and reform, offering a clear view of the national agenda and the role industry and government must play in delivering a more connected, efficient and resilient transport system.

Secretary - Department of Infrastructure, Transport Regional Development, Communications, Sport and the Arts
Jim was appointed as Secretary of the Department of Infrastructure, Transport Regional Development, Communications, Sport and the Arts in July 2022.
Jim Betts has spent over 30 years working in government agencies in the UK, Victoria and (for the last 8 years) New South Wales.
Prior to becoming Secretary, Jim was a partner at strategy consultancy EY Port Jackson Partners, having previously led the New South Wales Department of Planning, Industry and Environment (DPIE) as Secretary for 2.5 years. During that period, the department undertook transformational reform in areas like land use planning, water, urban design, sustainability, climate change, biodiversity conservation and energy. From 2013 to 2019, Jim was Chief Executive Officer of Infrastructure NSW where he led the development of 2 State Infrastructure Strategies, oversaw the state’s infrastructure program, delivered major state infrastructure projects and developed a state plan for the construction sector.
Before moving to New South Wales, Jim spent 5 years in Victoria as Secretary for the Victorian Transport Department and 4 years as Victoria’s Director of Public Transport. Jim strives to be a champion for inclusivity and social justice, not least for First Nations people.
POWERHOUSE PANEL: What does ‘great’ look like for a truly integrated transport system?

This high‑level panel brings together transport secretaries from across Australia to explore what it takes to deliver a genuinely integrated national network. Jim Betts (Federal), Sally Stannard (Queensland), Jeroen Weimar (Victoria) and Josh Murray (New South Wales) will share their perspectives on coordination across modes, aligning state and federal priorities, and creating seamless connections for passengers and freight. The discussion will examine what ‘great’ looks like in practice, from governance and planning to customer experience, and how Australia can move closer to a unified, efficient and future‑ready transport system.

Josh Murray
Secretary, Transport for NSW
Josh Murray is the NSW Secretary of Transport, leading a team of 30,000 people across the portfolio dedicated to keeping NSW moving. He is focused on delivering a once-in-a-generation transport system that is safe, sustainable, integrated and equitable.
Josh is passionate about evolving our state transport network to offer greater choice and seamless experiences to meet the diverse needs of its users – while driving better results for housing, jobs and the cost of living.
He works collaboratively with passengers, the workforce, industry and across government to unlock better services, economic potential, and social connectivity.
Under Josh’s leadership, Transport for NSW is embarking on a transformative agenda that builds on the commitment of its people and stakeholders, to offer world-class services.
A respected global executive and company director, Josh has 25 years’ experience in government services and the infrastructure delivery sector.

Sally Stannard
Director General - Department of Transport and Main Roads
As Director-General, Sally Stannard leads the Department of Transport and Main Roads (TMR).
Sally was Acting Director-General from 5 June 2023 and formally appointed in December 2023, taking on the leadership of TMR’s portfolio of work across road, rail, bus, cycling and marine infrastructure in Queensland.
In Sally’s previous role as the Deputy Director-General (Translink), she led the delivery of customer-focused passenger transport services across Queensland including policy, planning, ticketing, contract management and customer services.
Sally is the Chair of Cross River Rail and Chair of Public Transport Association Australia New Zealand. She is also a board member of Transport Australia and Queensland Hydro. She holds qualifications in Engineering and International Studies and is a Graduate Member of the Australian Institute of Company Directors.
Sally is passionate about the role transport plays in equitable and sustainable economic development of our cities and regions.

Jeroen Weimar
Secretary - Department of Transport and Planning
SUSTAINABILITY AND RESILIENCE: Is a far, transparent and sustainable transport system in reach?

This session explores what it will take to build a transport system that is equitable, transparent and environmentally sustainable. Speakers will examine emerging approaches to road user charging and fairer funding models, discuss how investment decisions can better reflect the true costs and emissions of different modes, and consider the initiatives driving decarbonisation across transport infrastructure. The conversation will focus on how Australia can create a system that is both financially responsible and future ready.

This session explores the skills and capabilities needed to build a transport workforce that is ready for the challenges ahead. The discussion will also highlight best‑practice training models to ensure the workforce can adapt, evolve and thrive.
